Traveling Baby Cup??

I bought this at an antique store and was wondering if anyone had an idea as to what it is. It's made by Gorham, 20th century. I was thinking maybe a traveling baby cup, or maybe a traveling shaving cup?? It's 2.5 inches in diameter, 1.5 inches high.
