rogers smith and company

I was given what seems to be some kind of drink server. It has a bell under the handle. It is made by Rogers Smith and company and has a number 19 in the small circle with the makers name. How can I tell if it is real silver? How old is it? How do I clean it? I'm new at this and could use some advice
