Were brushes like this used for clothing or hair?

Made by Saart Brothers and marked sterling. They are so small and the bristles so fine that I can't imagine they would be used for hair. They don't do anything to mine and it is baby fine. Thoughts? Thanks!

I think you've answered your own question, surely they are for brushing the baby's hair?

With a pair, suspect they were more likely intended for a small boy, never too early to learn how to use military brushes in unison...
