"HBC" Makers or Retailers Mark?

While working on a large project I ran across this little brooch and am at a loss as to the meaning of the impressed "HBC" mark. The brooch itself is attractive, made of sterling and marcasite with flamingo's among pond lilies and appropriately impressed 925. After scouring my reference books and numerous internet directories it doesn't seem to be listed anywhere, do you have any suggestions?
