Hi,

Welcome to the Forum.

It's not a hallmark I'm afraid, just a maker's mark. The Gothic letters, 'EPGS' stand for 'Electro Plated German Silver'.

Martin, Hall & Co. do appear to have had a dating system, but to my knowledge it is yet to be cracked.
