Can anyone help identify this item and its hallmarks?

Hi All,
Please can you help identify where this item comes from, how old it is and what the hallmarks mean. I think it is Persian silver as it has the 84 mark and the design does not look Russian to me. The first hallmark appears to include a downward pointing dagger but it is very difficult to photograph.
Anyway, if you can help I would be very grateful.

Good morning Nick,
The work is from Persia or Iran. The first mark, upside down, is a Lion holding a scimitar or sword in his right paw. 84 stands for 875-1000 parts silver or .875 Silver not plate. The next two words read right to left are in Farsi.

This pattern is what is called " Persopolis" or in persian "Jamsheedi" carving
The Hallmarked is under the name Mozafarian who is Not the silversmith but a reputable gold and silver seller. Unfortunately, the silversmith's name is not illegible

Which mark are you identifying as Mozafarian? These marks do come up frequently, need to Identify as many as we can.
