Most defininitely French, with the “Michelangelo” first standard (.950) fineness mark used in Paris 1819-1838, and the “Greek mask” medium-sized guarantee mark of the same period. The maker “CAF” is Charles-Antoine Fasquelle, a Parisian specialist snuffbox maker and bijoutier working from 1797 to at least 1822. The other mark — the “head of a Greek woman” — is an unofficial mark used by the Paris Association of Gold & Silversmiths.

Hope this helps!
