Trouble with Identifying this HCBM Mark

Having trouble Identifying this round guilloche enamel powder box with these markings 'H.C.B.M.' - the "C" wraps around the "B." and the other is a PD wrapped in a square with rounded corners. The swan I know says it was imported into France. I would like to thank everyone for their help in advance.
