Help with spoon markings

Hello all. I have a small spoon (3 7/8") that is marked with the lion passant hallmark, and what I believe is the date letter for 1896 and a duty mark, although I have read that the use of a duty mark was abolished in 1890, so I could very well be off about the date letter. It looks to be marked with a stacked pair of 'W's. If anyone could help with my date letter/duty mark conundrum, or the maker's mark, I would greatly appreciate it. Thanks so much.

Edit - I think it is a spoon by William Eley & William Fearn. There is just the slightest impression of second letters beside the 'W's. Any idea on the date?
