could these be Joseph Hicks

Hi All
Have this set of bright cut teaspoons with shell bowls. The lion passant looks like it could be Exeter and hoping JH is for Joseph Hicks. Presume late C18, but wondering if anyone could tell anything from the duty mark. Also unusually, these have "fiddle" shoulders.

Hello, I could be repeating the question with this pair of tongs. However I am fairly confident that these tongs carry an earlier Joseph Hicks mark and date circa 1790 (after the 1875 incuse duty mark but before the indented 1797 duty mark).
Possibly the image would be of interest for Forum viewers whether I am right or wrong.
