German? Empire candlesticks

Hi everybody,
I have a near pair of Empire style candlesticks made from 13 Loth silver. Both are marked with 13, but with two different maker marks. As both don't carry a city mark, I'm not quite sure whether these candlesticks originate from Germany, Poland or perhaps Jutland. Both also bear a later Dutch tax mark for foreign goods. One makers mark is Iven, the other is AF. Any help would be very welcome.
