Silver tulip vase with unknown marks

Hi all,
Received a PM for assistance about a silver tulips vase and I believe based upon a Delft blue ceramic model:
Delfs Blauwe Tulpenvaas
The marks are not Dutch or Belgian. I should call the marks pseudo or fantasy marks but like to hear other opinions. Thanks for your assistance.
