Russian Silverplate Flatware Mark #1

Hello everyone. I have a small grouping of silverplate flatware that I believe is of Russian origin. The only marking is what appears to be a stylized 'PM' within a circle. Here are pics for reference.

Update - the blades of the knives are marked with the same 'PM' logo, as well as НЕ Ж" (short for нержавеющая сталь - Stainless Steel). The language is Russian.

I can see now that the Russian that I pasted into the above post did not show up properly. In summary, the abbreivation on the knife blades is Russian for stainless steel. The PM mark appears on the handles of all pieces, with the exception of the knives, where it appears on blades. At any rate, can anyone speculate on this maker's mark? I'm officially stumped.

Bump. Four long months and I'm no closer to an answer. Anyone care to venture a guess?
