French makers mark "PQ"

I have a silver fork with the silver maker's mark "PQ". I'm not sure what the symbol is between the two letters. The other mark seems to be the symbol denoting 1838, Paris, and 950/1000 fineness - according to a website I visited. Is that correct?
I appreciate any help on this.

Maker is Pierre Queillé. Between P and Q is, I think, a sail.
