Hello. I know the maker - Louis Kuppenheim, but I have no idea about the object itself. What was it used for?

These are traffic signs. 6 triangle warning signs, some of them are not seen anymore, while others have changed the design a bit.
Just guessing, but it could be some kind of learning aid for the six signs.But who would make this in silver?
What are the dimension of the object and is the arrow freely turning? Could the arrow get spun to stop at any sign?

Diameter - 5,5 cm
