Hello!
I can't help with the maker, but the decoration is not so unusual, this is the somorodok technique.
Best regards!

I can ;-)))
The maker is АОАМЗ, in English an abbreviation to "Joint-stock company of Moscow goldsmiths" . It is a kind of an artel. Its working period was around the turn of the century in Moscow.
