Hi Thomas
I think that the eagle could be the mark of " recognition" for large works carried out prior to 1824 and in storage at the silversmiths, used by the inspectors of the Office of the Mark of the Kingdom of Sardinia, in Turin.

Form: gothic shield, top modeled; smooth profile. Subject: eagle flying with the head turned to the left and with the letter "R",in Roman character, on the chest.
If you can post a better image of the other two marks, could be possible to tell some more about.
