Identification of Spanish Silver Standard

I will appreciate any insight that anyone can provide about the use of the term "Plata 1a Ley" for Spanish silver. We have a model train that we believe to have been cast in sterling silver. The train bears two small impresses that are, perhaps, a maker mark and a purity mark, but both small marks are too difficult to read or photograph (and are even indistinct under magnification). The model train is accompanied by a certificate that has the relevant language. I am providing a photograph of the model train and of the certificate. Does anyone on 925-1000 know what "Plata 1a Ley" signifies? I've tried Google translator but it does not help.
