Identification of a pair of 'street lamp' candle holders

Hi guys
Ive got a pair of these candle stick holders which were converted into lighters sometime pre 1950.
I would be greatful if anyone could tell me what the mark found on the bottom (on both ) is .
Im wondering what metal they are and where they could have been made. Im a forum newb so i appolgise in advance for any forum mistakes :)
