Zlatarka, 1919-1933 Slovenian cigarette case

Could somebody please tell what Zlatarka means, is it a retailer's name or the maker's name? This cigarette case is gilded inside, and the lid is decorated with niello. The hallmark is for Yugoslavia 1919-1933, I for 0.900 silver, and 3 for Ljubljana. Thanks

Zlatarka workshop in Celje (in German: Cilli) Slovenia, founded 1922.Franz Pacchiaffo,Jr. and later Hainzelmann who came from Pforzheim,Germany.
Later Zlatarna Celje.
