Hi there! For me it looks like japanese. The writing on the cup is left to right, so it is likely to be a prewar.
The inscription on the cup says - 念記解散 / 撫順炭販賣株式會社
Rough translation "In Memory Of Dissolution, Fushun Carbon Trading Ltd".
The marking on the bottom "銀純" (pure silver) and makers mark(?).

Obviously the text is in Japanese language, not Chinese (despite it's also using Chinese charaters).
