I have a silver tea service with this marked on the bottom. Does anyone have any info on this mark. Does it mean Sterling Silver? Who is the maker? Thanks

Holy cow!! I see Mr. Potatohead and Pokey on the left, but where's Gumby? But seriously, I would expect those intials on the right to be the maker. The numbers at the bottom are either internal codes, piece numbers , or date codes but there are no established silver codes, so probably plate work or another metal. But with those cartoons, we had better wait for one of the experts here to pull another one out of their proverbial hats.
