Is this a Czechoslovakian mark for .800 pureness? Who might the maker J.M be? The box bear a inscription 1899-1924 so I would imagine it’s from around that date.

Yes, this is first Czechoslovak hallmark, 1921-1928 ("hlava selky"), 800/1000.
Identical maker mark i have not found, but possibly can be Jaroslav Minihofer active 1923-49 in Brno, Kounicova ulice č. 21. Just before WWII out of bussines, active again 45-49 (Dana Stehlíková : Encyklopedie českého zlatnictví, stříbrnictví a klenotnictví, Libri 2003).
