Hi Thomas,

Yes, I would agree with London, 1799 and maker Solomon Hougham.

I do believe I see a lock key hole which to me, would indicate a tea caddy. I'm sure you are aware, tea was still extremely expensive at this time...hence a lock to keep the contents safe.
