Mind my asking but what makes you think it is silver? The marks do not look Russian. The only similarity is the 84 but it doesn't prove anything.

Hello,
Certainly the morphology of execution of this marks has the Russian sources.
At the left: 84 + a two-headed eagle speak to us about Warsaw assay office. On the right: punch with maker's initials + a trade symbol of the maker as it was accepted by silversmiths of the Polish Kingdom of the Russian Empire.
But I can't precisely define: these hallmarks are false or not.
Maybe the Polish experts will tell?
