What is the function of this tool, maker and approximate age?

I have always collected unusual items and this has been in a draw for many years. it has a fish on the front, spikes at one end and a scoop at the other. Can someone tell me what it is for and in what time period would it have been used. If possible, about how old would it be ... 1850's, 1900's?

The maker is James Deakin & Sons c.1871 - 1890
