The numbers don't help to identify the maker or country as they are internal manufacturing numbers denoting things such as model number, batch or production number etc. In this case, the word 'sterling' leads immediately to silver manufactured in the United States. The photo of the makers mark (lion with probable S to the left) really needs to be larger to make a positive id. If you could provide a cropped close up of the mark it would be of great help.
In the meantime, I suspect the maker may be Frank W Smith Co of Massachusetts.
