Assistance Identifying Maker of American (?) Spoon

I am trying to identify the maker of this American (?) Silver Spoon. The hallmarks are worn, but to me anyway, they look like "an arm holding a hammer" "some sort of animal on a platform" and "an eagle."
There is a name written in English on the handle - Sarah Heire(?)
I would appreciate any help that anyone might be willing to offer.

I've seen this mark attributed to Thomas Stephenson Buffalo, NY ca 1840.

I have to retract this statement. I suspect it is Buffalo, and that is as much as I can say. I see that set of pseudo marks attributed to more than one person, and I have no of confirming which one is correct.

I live ~20 minutes from Buffalo, NY and the spoon came from a VERY OLD Estate even closer to Buffalo, NY! THANK YOU for your help!!!

It has been fairly well established that this is the wholesale mark of John S. Putnam, working in Buffalo c 1835-1848. The center mark is a grazing buffalo.

The The Buffalo Directory of 1844 records John S. Putnam as a silversmith working at 13, East Swan Street and with a residence at 143, East Seneca Street, Buffalo.
