I add new image about crest.
I have see that was producer of silver plated but I have tester with acid 2 times and is silver and not silver plateed, is possible?

Thank you for the extra image.

The piece appears to be from a hotel at Lake Maloja, Engadine, Switzerland. Gebruder Hepp were well-known for their high quality silverware that was supplied to hotels, shipping lines, etc. I suspect the generous thickness of the plating may be giving you a false reading.

It would be good to see the thoughts of others, but I think that may be a mirror monogram, HKM, is so, then this is the likely hotel:

Right, this is what happens with testing stone and acid.
The only reliable method is to file deep enough, but not too deep to damage the piece, and done where it cannot be seen (easily polished and buffed after testing).Clean the dust to make sure there are no remnants of silver and then apply very small drop of testing acid directly to filed area. The difference in color will be clearly seen.
