It is very unlikely that your cutlery are solid silver.

There is a mark on the handle as far as I can see (enlarged and red arrow).It looks like Italian silver mark.
Use higher magnification loupe (10-12 X) and try to identify it. Compare with:
http://www.925-1000.com/Fitalian_marks_01.html
Handles are probably made of hollow silver, the rest is steel. Try to clean marks and chose the best one from the set to take close up image.
