Long spoon with silver end

A spoon measuring 23.5cm with a sliver end.
The hallmark looks like Sheffield, J.Cook & Son and 1907. I am not sure about the year though.
Can anybody tell me what the rest of the spoon is made of? I thought it might be plastic or bone. Its flexible and lets light through it. And why would someone stick a silver end on it?
Any help is much appreciated.

It's a typical horn spoon made for the Scottish souvenir market. The maker appears to be John Grinsell & Sons:

Hi,
You are right about the maker and the date but Birmingham anchor, right?
Most probably bone. Ornate late Victorian, nice spoon, silver end added for a good aesthetic reason.

Striking similarity,both with serif, this one sans-serif. Have no idea what they made. Trev is much more experienced.
