Norwegian brooch

Hi!
A friend of mine is looking for information about his two brooches. He suspects that the brooch was bought in 1937 on a trip to Norway. He knows about the meaning of the pictures (heroes of the norwegian history). But who made them?
What does "Monsterb." mean? Is it the same like NM (Norsk Monster)?
Who used the hallmark "V" in a horse shoe? And when?

"Mønsterbeskyttet" means that it is protected of designs.
"Norsk Mønster" - NM - the design is registrated public - "Styret for det industrielle rettsvern".
The mastermark is bad. It is NE in a horseshoe - Nils Elvik in Oslo - establ 1910 - still in work.
I think that your brooches is from the 1920-30.
