Hallmark 0970 GEMMA? Emma Melendez?

Hello,
I found this Lapis ring and I'm baffled.
I searched the net and the only thing that came even close was Emma Melendez. My problem is (as you can see in the pictures) the makers mark is quite different from E.Melendez' one and the 0970 for silver standard is something I've never seen in Mexican jewelry( what I mean is that. 970 was used but 0970? Just weird) Yet the ring has a kind of south American design and is really pretty solid.
If you have any info please share (info about the hallmark 0970 and it's use would be also greatly appreciated.)
