Wev has a mark attributed to Ten Eyck on his page here -

FWIW, I think there are differences in the marks...

Yes those marks on the genealogy page do not match, but I was looking at a slideshow of a book called "Early American Silver Marks" by James Graham Jr. copyright 1936, it is freely available online, and the mark shown is a good match for my hallmark, an "IT" in a regular-looking font inside a circle.
I have yet to encounter it, though, all his works are in the museums and they only show the object not the hallmark.

::: The first hallmark listed seems like a match, it does not have the extra dash in the middle of the "T" :::

Probably now beyond my (non existent!) knowledge of US silver. Any attribution is reliant on Graham's book being correct (and it is not one I am familiar with, although that doesn't mean anything). I'd await a more expert opinion.

The maker is likely
John Tanner of Newport RI. Winterthur has a number of similar spoons with the IT mark as here.
Graham's book should be approached with a good pinch of salt at the ready.
