Hi,
In regard of dating.
There are two enameled brooches by Caron Freres to be found elsewhere, both depicting an imaginary maritime scene (possibly ships and a lock on the St. Lawrence River). The flowery frame in one of the brooches reflects typical Art Nouveau fondness for swirls and rounded lines. Another brooch depicts fish, exactly the same as fish in your clip. Based on this, it can be assumed the clip was made during Art Nouveau. The company went out of business around 1930 and the mark with lion passant is their earlier mark.
