2 Sets of Hallmarks. Confused!

Good afternoon good peoples

I have a pair of Silver Earrings with what looks like Amber (though I can't be sure) with 2 different sets of Hallmarks

The first set show from left to right: What looks like a line in a circle, kind of like an on switch. A bust of a fellow with what looks like a helmet or headdress, then 925.

The second set shows what looks to me like a cyrillic or Russian 'N'l, another character that looks like a wing nut, and the number 10

What in the World is going on here? Looks like some kind of American Russian fusion.

Anyone who can tell me what this all means would be a star.

Hi,
On the right is modern Russian mark since 1994.
On the left:the maker.
Will try to identify it, as well as the assay office letter.

The first letter ``П`` in Cyrillic alphabet is actually the date letter for 2014.
