Hello!
I do not know the maker, but as I know the other hallmark is a yugoslavian hallmark for 800‰ silver content between 1919-1933.
Best regards!

This topic indicates the mark was struck at the assay office at Niš :

Hi,
Amena, there is no controversy in Yugoslavian ‚‚horse`s head`` mark struck a century later.
It has nothing to do with actual import in this case; the mark is often found on silver disrespectable of age. Owners wanted to know what they have, went to assay office and paid fee for testing and assaying, particularly if they wanted to sell silver in shops similar to pawn shops called Lombard in Poland.
Number ``12`` assay office is very rare. We can only speculate about mysterious whereabouts of this spoon. (Possibly brought from areas of ex Austria - Hungary Empire).
In 1933 it was replaced by ``gull over waves`` mark.
Regards
