The assay office code – 81 with a pellet – is that of Chatéllerault in the département of Vienne, which was active 1824-1937. The marks here ceased usage in 1838, of course, dating your piece to 1824-1838.

The maker’s mark – TP with two pellets - is that of

Gabriel Jean Texier-Petit (also Tessier-Petit)
  • Born: 22 Sep 1800 [6 Nivôse an IX] Chatéllerault, Vienne, son of François Tessier, carpenter, and Elisabeth Houet
  • Married: 26 Oct 1822, Chatéllerault, Vienne, to Louise Virginie Petit (b. 11 Sep 1805), daughter of François Petit and Louise Gourgeois
  • Died: 9 Aug 1857, Chatéllerault, Vienne
He is listed as a cutler in his marriage record and the birth record of his twin daughters in 1823 (both of whom died in infancy) but he evidently left the trade at some point, as he is listed as a spice merchant on his death record.

Hope this helps!

Ref: Elie Pailloux, Orfèvres et Poinçons, Poitou Angoumois Aunis Saintoige: XVIIe-XVIIIe-XIXe S. (La Rochelle: Librairie Pailloux, 1962), p. 36, mark 116. (Biographical information culled from the Vienne Civil Archives.)
