Please help to identify the hallmark

I have a wine holder with the following hallmark. Can anyone please help to identify this hallmark and the maker of this piece?
The wine holder is silver-plated, with silver-plate coming off revealing another silver like metal. I have a feeling that the silver-plating is not original and was added later. Please help! Hallmark is a shield with a word "minerva" inside. There is a second word "minerva" right above the hallmark.
