Small Chinese piece

It's a bit battered and has lost pieces of the applied dragon but presumably Chinese? I'm not even sure what the object is - toothpick holder, liqueur /spirit vessel? Any contributions would be appreciated.

My guess is Chinese, very possibly Hong Kong. Toothpick or cigarette holder, or shot glass?? And maybe not silver. You may want to test it for silver content.

Made in Tianjin (天津) by Yongxincheng (永興承, name of a shop/firm) in the Republic of China era, around 1930s.
