The tray is Moroccan
The text in the middle image reads
Worked by Al Sanhaji Abdel Karim Fes
The text in the bottom image reads
Product of the House of the Peacock (Dar at Tawoos)
I expect that this is silver plate

If Fes,Fez (Morocco) why is the dot placed under the letter ?
فاس
Looks like B (part of the name), not F. Or inconsistent writing.
Just asking.
Silver is not mentioned at all.

Hello
You raise an interesting point about the spelling of Fes
It is true that for the letter "fa" the dot appears above the body of the letter in most versions of written Arabic
However there is a Maghrebi variation in which the dot appears below the body of the letter
