The spoon is Italian.
The lion of Venice is on the right.
If you show better close up of the image on the left we might identify the maker.

Or at least tell us what you see:
Being before 1968 you should see two or three digits and then two letters indicating Italian province abbreviation.

Btw. It`s not silver-plated but silver 800 fineness.

It should look something like this: two or three digits, then TWO LETTERS
