Silver, gilding, Sweden, 1945. Manufacturer - GAB.
The size is very small: a small spoon - 4 cm, the main part - 5.5 cm.
The seller thought it was a salt shaker.
On eBay sold the same thing without a small spoon - there the seller thought it was the Tea Caddy Spoon.
But this is not the Tea Caddy Spoon, since a small spoon is never attached to the Tea Caddy Spoon.

Maybe because in the design of fish - is it an accessory for a fish table?

The mark you refer to is the family arms of the Swedish Wasa family. It shows a sheaf. GAB is not a "maker" in person, it is Guldsmedsaktiebolaget, a company, and the Wasa sheaf is their trade mark/logo often but not always seen punched on their products.
