I suppose you know 84 zolotniki is fineness (.875).
Town mark could be Novocherkassk or Novgorod, but I`m not sure.

The town mark is Новочеркасск (Novocherkassk) . Unfortunately very few makers are known by name or even listed. The maker's mark is beyond recognition, cannot even identify the letters...?

Forgot to tell that the town mark was used approx. 1847~1881.
