It does seem to be Persian silver, I have researched a scholar box and a tea set and I did learn a few things::: See if this quote guides you towards the answer, it was posted here some time ago :::

parvaresh is greatest family in Isfahan in making handcrafted silver."
Persian silver usually has the "84" stamp, not sure why it is missing, first do a search for what I quoted there above, and if you are not convinced then we will try to go down another path in order to figure out the maker and the country of origin :::

I have no doubt that this is Persian silver but I want to identify the maker. I well remember the topic of the Parvaresh silver but it seems to me that Parvaresh's marks differ from the marks on the teapot.
