Exeter cup with lion engraving

I have this small little silver cup that is in a strange shape. It is 2 ¼” tall and 2 5/16” across at the top. It must be silver over copper as it has copper showing up at the top and at the rib that sticks out about 0ne-half inch from the bottom. The bottom is marked “Exeter” with a crown above it. There is a mark below it that may be written in script. There is a lot of wear and I can’t make out the letters but it is something like TH&S. The “&S” I am sure about the first letters are hard to make out. The first letter could be an F. There is a lion on the side of the item. The lion engraving is a lion in profile and looks similar to the lion on the British Hallmarks page under Duty Marks. It says this mark was used prior to Duty marks and it was used in Britannia.
Any information about this item including the timeframe and the manufacturer would be appreciated.
