can anyone identify the Chinese character and 84 hallmark on this napkin ring?

or is it Japanese because of only 3 claws on the dragon?

HI, I believe it is from China according to the language and pattern style. Regarding the claws, in ancient time, 5 claws dragon was only used for the royal or court. The 3 claws or 4 claws dragon was common used for the ordinary Chinese people. In the late of Qing dynasty, it was not so strict. 3 claws dragon and 5 claws dragon were both for the court and ordinary people.

Probably made in Hebei province for exporting to Russia, earlier 20th century.
