What is this and where it is from?

Can anyone please help me and tell me something about this object? Or, at least, do you know something about the marks on it?
It is silver, it has the year 1843 written on him, and it's about 27 grams.

pls show the reverse. it looks comparable to a chinese scroll weight - to hold flat naturally curling paper etc. . . waiting to see what is on the other side.
