A long circuitous search results in Whitehead & Hoag Company Newark NJ using this mark. They produced 20 year pins for this organization using standard marks on non-precious metal. This particular mark has been used in conjunction with a Sterling word mark, and here with the 10k Gold mark. Company absorbed/closed/dismantled 1959 (name used to c.1965).

Entry for 1913 new factory firmly placing W&H in the silver and gold business:

A search of UPRR on-line document (2014) covering history of employee clubs and predecessors indicates ladies' auxilliaries began forming in the 1920's along with the main clubs (contradicting a 1930 date elsewhere). [Officer titles follow the form of President, Vice-President, etc. rather than Chair.] Consideration of dating this W&H mark format might be moved earlier until additional information is found.
