B with a Crown hallmark

Hello I have this Torah pointer that appears to be 19th century or earlier. In my experience, this type of pointer hails from Poland, Bohemia / Moravia, or Hungary. Less likely is Germany or The Netherlands although certainly possible. There are two marks on the suspension ring, one is too blurred for me to make out, but the other appears clear as seen.
